Where did Stalin say: "Those who cast the votes decide nothing. Those who count them decide everything."?

I must say that I am not the most enthusiastic reader of Stalinīs works. After reading 50 pages of Stalinīs stupidities in Stalinist Leninīs Selected Works you really get an impression that Stalin had totally no idea of marxist theory and that he wrote his speeches alone :D.

Ok, lets see who gets the 1st price! :p

AFAIK, Stalin never *wrote* such words.

It's considered, that he said it after the elections to Executive Committe on a XVII congress of VKP(b) in January-February 1934.

There were 111 votes against Stalin. While, only 17 against Kirov. But the minutes of the congress were falsified, and, according to the 'official' minutes, there was only 1 vote against Stalin.

It's considered, that after this cheating, Stalin said that words in some private conversation.
