It's a school accountability system that has given a failing grade to more than a third of schools, including some that made big gains but just missed their targets. Included in the law, is an eventual goal of 100 percent of students meeting the "proficient" mark.
In his budget plan, President Obama is suggesting that schools be judged differently -- looking at student growth and at schools' progress from one year to the next.
"What I like about what President Obama is proposing is the idea we're going to look at individual student growth," said Allinger. "Whether a student starts a year below grade level, at grade level, or specifically above grade level, school districts are responsible for making sure that student improves."
It seems admirable on the outside..but down in the center of things it is still likely to fall short and be misused as a tool for the concentration of wealth and opportunity in a few hands.
