Remember, if there are no rules, any action taken will always look arbitrary.
I would agree with CyM that he is more misguided and has not really crossed any lines. There isn't a concrete set of rules due to the forum's inactivity. If things really started picking up in the future, we would perhaps have to display some set of rules, but we are not currently at such a stage. We admins aren't incredibly active on the forums, but we have done what we can to deal with offensive stuff like hate speech, spammers, etc. We did ban an anti-Semite some time ago.

Update:
I have been sniffing around when it comes to new accounts, and we have had some spammers show up here and there. However, I did notice a suspicious account show up, and the account employed an obvious phishing technique - posing as forum administrators in an attempt to gain peoples' passwords to consequently gain control of their accounts. Needless to say, this phishing account has been banned.
Don't give your passwords out to other people. Phishers commonly will try to pose as admins and give some lame excuse to try to get your password. Should anyone get a suspected phishing message, do not give any information and report the user immediately.
